He wanted to make sure that the Presidency did not seem like a King ruling over his subjects... he also tried to balance the needs of the federal government needing power to get things done that needed to be done like repaying the soldiers and the debts from the war and leaving enough power in the hands of the state governments which was very important at a time when the majority of the populous felt part of their states not the country as a whole
